Upper Black Eddy- Milford Bridge Rehabilitation

Erdman Anthony provided a concept study, preliminary design, final design, and post-design services for the rehabilitation of a 700-foot, three-span Warren truss bridge over the Delaware River between Pennsylvania and New Jersey. Our design team performed an in-depth inspection and load rating analysis of the existing bridge, and surveyed it using a combination of 3-D laser scanning and conventional field survey techniques. An evaluation of the existing deck determined that a deck replacement was preferred over rehabilitation. Among new deck alternatives, a concrete filled grid deck was selected as a cost effective alternative that would best meet the needs of the client and the local community. Design tasks included final design of the bridge deck and floor system replacement, as well as bridge superstructure and substructure repairs. The repairs included replacement of deteriorated or damaged steel bridge superstructure members, and repairs to the masonry piers and abutments. The scope also included blast cleaning and repainting of the entire structure, repaving of the bridge approaches, and upgrading lighting.

An intensive public involvement program drove many design decisions for this project. The local economy relies on river-based tourism, and the owners of bed and breakfast establishments at both ends of the bridge voiced concerns regarding construction scheduling, noise, and associated impacts to their business. The owner and design team responded to these concerns by scheduling construction to be completed during the winter, minimizing impacts to the summer tourist season. In addition, an open bridge deck alternative was abandoned in favor of the concrete filled deck to reduce surface noise, and aesthetic treatments such as lighting, sidewalks, railings, and bridge painting were designed to mimic the original bridge's 1930's vintage.
