NYCDEP Laboratory Consolidation

Erdman Anthony provided mechanical, electrical and plumbing design services for the New York City Department of Environmental Protection (NYCDEP), which wanted to consolidate various water laboratory operations into a single multi-function building.

By designing a central facility to house state-of-the-art, water-quality laboratories, offices and other support spaces, Erdman Anthony helped NYCDEP accommodate its recent staff growth. The project required a $23M building renovation of 80,000 square feet of space. Renovation requirements included multiple laboratory spaces A Biological Safety Level (BSL)-2 laboratory Class 1,000 (ISO Class 6) and Class 10,000 (ISO Class 7) cleanrooms.

Erdman Anthony's primary design elements included:

  • New central air handling system. The new system for the laboratories is isolated from the offices and uses 100% outside air units to account for fume hood make-up air. The HVAC design complies with National Institutes of Health (NIH) and Centers for Disease Control (CDC) requirements for biological safety laboratories BSL-2 and BSL-3. Process piping distributed compressed gasses and liquids used in the laboratory space from a central location. The new Building Automation System (BAS controls all HVAC systems and monitors other systems such as effluent discharge, exhaust airflow and compressed gasses.

  • Modified electrical, plumbing and automatic sprinkler systems. These systems were replaced and extended to accommodate new laboratory and office configurations and to support new mechanical systems.

  • New emergency generator. Designed for power outages, the generator provides power to vital areas such as life safety systems, telephone/data rooms and critical equipment and fume hood exhaust fans.

During construction, Erdman Anthony replaced the architect as the lead design professional and provided additional design services including:

  • Civil/site design for storm water treatment and underground tank installation.

  • Structural design for exterior architectural panel system.
