Fort Drum Operational Readiness Training Center (ORTC)

Erdman Anthony provided civil/site design and construction-phase support services for the construction a multibuilding operational-readiness training center on a 48-acre site in Fort Drum, NY.  This military complex, which totals over 188,700 square feet of building construction, included:


  • Two 336-bed barracks buildings
  • An 80-bed officers' quarters building
  • A battalion-headquarters building
  • A dining facility (DFAC)
  • A vehicle-maintenance-facility (VMF) with  storage sheds.

Site development included 6,150± feet of new two-lane access roads, a 6+ acre concrete-paved equipment storage yard, three asphalt-paved parking lots totaling 226 spaces sidewalks, site and roadway lighting, fenced dumpster pads, and site-perimeter security fencing and gates.  Utility infrastructure included water, fire protection, sanitary sewer collection, a 295 gpm duplex sewage pump station and 4300± feet of force main, gas, buried underground electric distribution, buried telecommunications, geothermal well fields, a PV-array field, and stormwater collection and management.


The scope of our design services included:


  • Site layout and design detailing, including compliance with anti-terrorism force protection standards.
  • Roadway layout and design, including signing and pavement markings.  
  • Site grading and drainage design. 
  • Preparation of a Stormwater Pollution Prevention Plan (SWPPP) and Notice-of-Intent (NOI) for compliance with the SPDES General Permit for stormwater discharges from construction activity.  This work included developing a temporary erosion and sediment control plan for the duration of the project’s construction; and the design of permanent post-construction stormwater-management practices to address and mitigate stormwater-runoff quality impacts.   
  • Utility layout and design, for water supply, sanitary sewer collection and disposal, electric, gas, and tele-communications.  Detailed design profiles were also  prepared for water, sewer and telecommunications.  
  • Design of a 295 gpm duplex sewage pump station including back-up power generator.  Design included extensive remote monitoring and control of the new station. 
  • Preparation of reports necessary for approval of water and sewer-main extensions to service the ORTC site.
  • Preparation of construction specifications.

Construction-phase services included:


  • Shop drawing and submittal review. 
  • Periodic site visits
  • Respond to Request for information and clarifications  
  • Preparation of an as-built record plan.
