Buffalo Transmission and Large Valve Upgrades

City of Buffalo’s Department of Public Works, Parks and Streets’ Division of Water and the Buffalo Water Board retained Erdman Anthony to complete a large water transmission main and a large water valve rehabilitation project as our first designation under a multiyear term agreement for water design services with the city.  

The project duties included searching the city’s record database in order to obtain all available records, performing a topographic survey of the project area, providing base mapping, coordinating base maps with all other local utility companies for utility location, investigating existing water-service layout and arrangement, field investigation of existing facilities and determination of sizes, and developing horizontal and vertical alignment for the installation of new facilities. These facilities will include the replacement of a 16-inch transmission main on Elmwood Avenue. This route will include a section of water main under an active Norfolk Southern Railway viaduct.  

The design of the new transmission main in this area investigated services to be drilled and sleeved through existing retaining walls to reach distribution mains within the sidewalk area. However, it was determined to be more cost-effective to route parallel lines along each side of the road. The remainder of the project consisted of the replacement of 10 large valves ranging in size from 36 inches to 48 inches.  

Each of these locations required the construction or reconstruction of concrete chambers to hold the new valves. Significant research into the pipe materials and conditions was required in order to completely detail the connections of the new valves to the turn-of-the-century transmission mains. 

Both the 16-inch main replacement and the large valve replacements required extensive communication with local residents and business owners to coordinate and minimize shutdowns. The facilities are also located on some of the busiest streets in the city, requiring extensive Maintenance and Protection of Traffic.  

Erdman Anthony coordinated with state, county, and local agencies, as well as other utilities, and created complete bid documents, assisted the city in the taking of bids, and performed construction-management activities and full-time on-site construction inspection.  

Following the completion of the project, Erdman Anthony will complete detailed record plans and update the city’s records documents.
