SFWMD Environmental Services Laboratory Relocation

The South Florida Water Management District (SFWMD) is a regional governmental agency that oversees the water resources in the southern half of the state, from Orlando to the Florida Keys. The agency is responsible for managing and protecting water resources by balancing and improving water quality, flood control, natural systems, and water supply.

To better manage and protect the water resources, the SFWMD wanted to consolidate its operations, including laboratory, office space, and staff. Erdman Anthony provided design services in support of the consolidation that included demolition of a two-story building for replacement with a 36,000-sq-ft facility. The new facility is state-of-the-art, capable of resisting high wind velocities with limited or no damage, and has the emergency backup systems to sustain operations for seven days.

Our design and project management tools included Building Information Modeling (BIM), Newforma, a Project Information Management (PIM) tool to help us help track and manage documents, including contractor submittals, Web-based meetings so the diverse and geographically dispersed design team could hold effective and efficient meetings, and an extensive quality control and peer review process to help produce a superior set of plans. The result was a project that was well under the $13M budget, that received eight bids within 7% of each other, and that ended with construction change orders that were less than 3% of the construction cost.

The SFWMD achieved LEED Gold certification for this building, demonstrating their commitment to a sustainable, efficient, green building. Erdman Anthony provided civil engineering, mechanical (HVAC), plumbing, electrical engineering, and project management. As the prime consultant, our designs included unique sustainable features such as a water cistern for reusing process water for a gray-water system, pervious concrete pavement, a thermal ice storage system for the cooling system, energy- and water-efficient fixtures, and well-placed shaded windows to provide good outdoor views and the right amount of sunshine.
