CSO LTCP Sewer Regulatory Optimization Projects

The Buffalo Sewer Authority (BSA) selected Erdman Anthony as part of a Term Agreement assignment to design seven weir locations and provide construction administration services as part of the Combined Sewer Overflow Long Term Control Plan, Sewer Regulator Optimization Project. The seven locations of the sewer patrol points were scattered throughout the City at various critical control structures.

The scope of professional services for the project included a data collection phase to complete survey and mapping, review all record documentation received from BSA, perform site visits at all seven locations, and retain a specialty subconsultant for confined space entry. The confined space entry was necessary to verify measurements of existing conditions within the sewer system.

Erdman Anthony created construction documents, including design plans for the weir modifications, special specifications, boiler-plate agreement documents, and an engineer’s opinion of probable cost for the project. We also completed services during bidding that included:

  • preparing an agenda for the pre-bid meeting,

  • running the pre-bid meeting with BSA and any potential contractors to review the documents and address any questions or concerns,

  • preparing minutes of the pre-bid meeting and distributing to all attendees,

  • preparing addends as necessary,

  • attending the public bid opening,

  • analyzing the bids received,

  • evaluating the bids for fairness or collusion,

  • tabulating the bids, and

  • making a recommendation for award.
