Erdman Anthony provided inspection and documentation services for 1.3 miles of four-lane, divided, controlled-access highway between Interstate 90 and McClelland Avenue in the City of Erie, including replacement of the existing Wintergreen Gorge Bridge over Four Mile Creek with a 1,200 ft, three-span continuous steel plate girder structure. In addition to this new construction, the intersections of Shannon Road, East 38th Street, and McClelland Avenue were reconstructed to provide signalization for improved approaches to the East Side Access Highway. This construction improves safety and reduces traffic congestion on the east side of Erie and adjacent communities.
A shared bike path and walkway was constructed near the new highway to safely accommodate pedestrians and cyclists. To mitigate noise, a sound barrier wall was installed between the roadway and a housing development along Shannon Road and East 38th Street. An aquatic design facing the roadway and a barn-wood finish on the residential side enhance the sound wall's aesthetic characteristics. The Wintergreen Gorge Bridge includes an automated anti-icing system. Only two bridge piers were constructed to comply with strict environmental controls that protect the sensitive gorge and creek. Access was limited because of the environmental concerns, complicating construction in the steep gorge terrain.
